Force Valor works on the vong right? because the force power itself works as a commander effect not a force power?

Force Valor is a one time effect that affects the user, granting them a CE for the remainder of the skirmish. This CE is not a Force power.

Same would be true with Battle Meditation. Even though these are force powers such as on figs like Bastila, Bindo or Leia (LOTF) they are granting commader effects.

Now key note is this also, if you do use one of these force powers to gain these commander effects. Then that character now becomes a commander so it wouldnt benefit from CE's that are for followers. So if the fig dont have a CE it counts as a follower & is subject to CE's that effect followers, but as soon as you use Force Valor or Battle Meditation, they now become commanders to where they would only be subject to CE's that states is for allies. So time right when you wanna use it if the character with it is being granted a CE to boost it that effects followers
