When do you have to decide on and declare these? is it after we roll for map? need to know for sat 22 please help

Fringe Reinforcements 20 (During setup, after seeing your opponent's squad, you can add up to 20 points of Fringe characters to your squad)
Now Check the Floor Rules:
Section 614. Pregame Procedures and Who Plays First
1. Players begin the pregame procedure by revealing their squads to each other.
2. Players roll to determine which player will chose the map to be played on.
3. The player with the higher roll chooses which map will be played on. The player with the lower roll selects whether to set up first or second. The player who sets up first selects a side and sets up his miniatures, then the other player sets up on the opposite side.
4. Players roll for initiative to determine who will play first.
Reinforcements happen once you see what your opponent has in his squad.

ok so i cant tailor my squad to the map? and is the map for each player has revealed with their squad?

Correct, you cannot tailor the squad after the map is determined. I know maps aren't covered, but generally, common courtesy to reveal your preferred map when you reveal squad.
