Using the Dominate ability on a force user, persay Lord Vader, would you be able to spend Vader's force points if he had already had used Sith Rage and Lightsaber Assault on his regular turn?

Yes. The dominate turn is a seperate turn, thus would be able to spend FPs twice, as it is a seperate turn. You wouldn't get renewal, because you are not activating. You could even reroll the dominate save and still spen FPs because it is a seperate turn.
