Would Booming Voice let you switch 2 characters regardless of where they are on the map?

Yes and No
you can get board wide swap only if you can count the squares from the CE. So if the Commander is locked in a room you can not swap or if the person your swapping cant count squares to the Commander you can not swap.

Also if i can add, always read the fine print in the CE of the figure that can swap. Like thrawn can swap any two characters but they must be same size, panaka can only swap 2 medium characters... Now also remember this too, even though these CE's say they affect allies or characters, you cant swap droid or savage characters..

Also on the Thrawn note, Mouse droids act as the commander so you can count range from them regardless if the original commander is locked in a room.

On a swap related note, if a savage creature was within range of an empathy "emitter" then I assume it could be swapped. Would there need to be a mini with empathy within 6 squares of the place it would be swapped into? Cheers

You only look at the original position when determining if they are subject to CEs. So it doesn't matter if they regain savage after the swap, only that they don't have it before.
