Ok so this is another Charging fire question if Dash Rendar Renegade Smuggler has Greater Mobile attack and Han grants him Charging Fire then can Dash move 12 squares then make his double attack?

No. Charging Fire replaces both the normal move and Dash's attacks. When you use Charging Fire, Dash is only allowed to move up to double his speed value and make one attack.

Yes. Twin Attack always happens when an attack is made.
