with k-3po is it possible to swap someone inside the troop cart with someone who is outside of the troop cart?

Presumably same scenerio w/differnt Commanders how the effect is essentially the same...see here:

Q: Can Thrawn use his CE to swap characters on a Skiff? Put two Stormies on the Skiff, zip it across the board, then *bamf* Vader onboard at the end of the round.
A: YES, assuming all the characters are within the required range.
