With General Skywalker, if he starts a turn based against someone, is he permitted to take a step backwards (triggering a chance for Djem So), then a step forward to the space he was just in, in order to trigger his momentum? I was trying to figure out if that's allowed, and if he's eligible to make the Djem So?

Yes, but he's only eligible to Djem So if the attack is a melee attack.

Yes, that is perfectly legal to do. You won't get the Momentum on the Djem So attack , since the AoO would happen before he actually moved in this example.

Thank you - so he's eligible for two Djem So attacks on his turn (one with momentum and one without) if he starts based to a melee attacker.

He only gets 1 attack from Djem So (no momentum), and 2 normal attacks (with momentum)

I had him based against CS Darth Sideous. It was ages before I realised Sideous didn't have an attack, and thus couldn't do an AoO if I moved Skyguy away and back in to get the momentum boosts.

A character with 0 attack & damage can still make an AoO, it just won't do anything in most cases.

I always take the AOO with a character with 0 damage and whatnot... just to show 'em I can.
