Yep. The wise thing to do is not reveal where you are going. Say, "I will use FP to move faster." Then stop, ask your opponent if he wants to cancel it, wait for his response, and move accordingly.
The rules require that you give him time to decide and cannot just gloss over the step. So by jumping to ,"I'm moving here with a FP" is technically skipping a step and therefore creating an incorrect game situation, your opponent has the right to say, "You know what, I don't want you to hit that guy, so I'm going to cancel it".
It's the same as people who roll multiple die for twin/double all at once and then get mad when their opponent chooses to block/deflect the crit.
