Attacking through a Diplo(mat) Options

If you are adjacent to an enemy diplomat but want to attack another enemy elsewhere, since he is not a legal target, can you simply make the attack or needs you move away from the adjacent diplomat before you can do it?

AND If you have Recon, roll twice, tie one of the rolls, can you, on the reroll roll twice again?

1) You would need to move away from the diplomat as while the diplomat does not count as a legal target, the Diplomat ability does not override the rule that says if an enemy is adjacent, only adjacent enemies can be targeted.

2) Yes, provided you selected the die that tied.
