For the purpose of the rebel commanders effect (Rebel troopers gain twin) dose a hoth trooper count as a hoth trooper count as a rebel trooper?

Yes. A figure counts as a Rebel trooper if they are a Rebel and if they are a trooper. They are a trooper if they contain the word trooper in their name or have an SA indicating they count as a trooper.

Some commander effects affect "characters whose name contains XXXXXX". If that were the wording, then you'd have to look at the character's name, not whether they count as a trooper. That is, if the wording said, "Characters whose name contains Rebel Trooper gain Twin Attack," then it would not apply to Hoth Troopers. But that's not the wording, and the CE does apply to Hoth Troopers.
