If you want to use galloping attack on the Caamasi, and there is someone in line of sight, can you use galloping attack on the caamasi?

AFAIK, you can't. This falls under the same thing as "you can't attack a Caamasi using Lightsaber Sweep" that was brought up in another thread.

Then why are Yobuck squads rated so high? Sure he can deepstrike and swap effectively, but if there are enough diplomats and Yobuck can't touch you

Well, from what I see most squads have 0-1 Diplomats in them. The squads YoBuck is great against are ones with high activation and a couple main attackers, which is turning into the trend right now with Lobot bringing in 10 Mouse Droids (which I personally do not like). So YoBuck is able to wipe out all the activation fodder in one activation. Also, due to his Speed 10 and Master Speed he's able to more 26 squares with Galloping attack. That can allow him to get in the commander's den and do some lovely damage against them, then swap out and repeat next round.
