I have a Clone Wars starter, and I am not exactly sure what "one activation 1st phase" is about. It is mentioned here: http://www.bloomilk.com/Forums/default.aspx?g=posts&t=7016Also, are there any figs that were ever banned? (Crap, I meant this to be in the Rules forum. Sorry bout that.)

In organized play, the player going first in a round only activates one character on their first phase instead of the usual two. Most people now use this rule in casual games as well. The reason for the change was that it eliminated the critical init where most games were decided on a single roll of the dice.
As for bannings, currently there are none. General Obi-Wan Kenobi was banned for a short time because his combination of Mettle, Force Renewal, Master of the Force, and Soresu Style Mastery made him nigh-indestructible within the time limit unless you were lucky or had a direct counter. He was unbanned later, but Soresu Style Mastery was erattaed (for Organized play, but many use the errata in causal games as well) to only work on non-melee attacks.

Yes, the current rules for organized play can be found on SWMGamers. Currently, it is under downloads-DCI resources (The names might be changed in the near future as organized play is now handled by the player's committee instead of DCI, but the same people are still behind it).

Just out of interest as i do not play organized play, but as the new Luke in the New Republic has the same ability? as he costs 115 points is he also penalized in the same way?

Luke doesn't have that ability. Luke has Djem So Style Mastery, not Soresu Style Mastery. Nothing wrong with DSSM at all.

EmpoperDragon, I heard that the Disintegration Boba is banned, too. Nobody at the Local tourney really played him, So he was never used in a match.

Only for Dynamic Duo matches, though he'll eventually be put back in, but will lose disintegration (As the ability is just too powerful in a format where both players only have 2 minis). The real reason you don't see him in tournaments is because he's not a very good mini. Sure, Disintegration can be a beast, but it's simply too unreliable for competitive play.
