IF Arcia uses COTF Vader's CE to reroll and misses, can arcia spend a force point to avoid death, I don't think so, but I want to be sure.

I'm assuming the answer is no, but if arica barrages first and misses an attack, can she use a FP to reroll?

I'm pretty sure your assumption is right. Arica couldn't FPRR on a Barrage attack because it would be using a Force Point more than once per turn, and she does not have the ability to do that.
