If dash rendar, RS declares he ends his move, uses the momentum from Gen Sky, kills someone and wants to use rolling cleave, can he use the one square move from rolling cleave?

yes, you still declared the end of your normal move. Things like rolling cleave are after your original end.

As an extra question on top, can you use Careful Shot, Deadeye, Final Shot and other abilities that require you not to move with Rolling Cleave? I think so but I just needed to check. Thanks :)

No because they all disallow movement of any kind during your turn.
