Quick question: can a character with super-stealth be targeted by force lightning?

Only if the target is adjacent.

Superstealth and Cloaked restrict targeting for everything, not just attacks.

Assuming they have cover. If they were to have no cover whatsoever, superstealth and cloaked will not work.
