I think it might be a bit under priced. The Accurate Shot is such a rare ability and potentially so powerful. Also you might dial back Grenades 40 to Grenades 20. 40 in Star Wars usually represents Thermal Detonators, and there are no grenades in Halo that are shown as being quite that powerful.

By the way, the figures from this set are pretty close to SWM scale...

Comparing him to Boba BH (as stat/ability wise they have much in common) he doesn't offer a whole lot for 2 points less (His CE would really be the only reason to take him over Boba).

As is I'd suggest dropping his cost to about 56, maybe even down to 53 if you cut Grenades to 20.

Also, at his rank, he's not a commander. Doesn't mean he can't have a commander effect, just that it should be something that seems more like inspiring troops rather than commanding them.

What I'm getting at is I'd say having him give his effect to grunt-level troopers seems more appropriate than Spartans. I'd also limit the range on it.

As I understand it he was the highest ranking of the Spartan II project, and was indeed in command of Spartan units. I see nothing unfitting about him having a commander effect.

Also considering the sort of operations the Spartans were made and trained for granting Mobile attack and Momentum seems fitting. It's all about the brute force and quick pace they need to keep to stay alive in combat.

Now it if wasn't Spartan exclusive then I agree that the inspiring type of CE would be more fitting. Perhaps something more like Bravado at +10 and Squad Assault to followers.
