dumb question im sure..

force lightning 4 (force 4, replaces attacks: range 6; 50 damage to target. Huge or smaller characters are considered activated this round; save 16)

does the attack go through no matter what? and the save is just for the activated?

In addition to that..

If a characters move says huge or smaller, does that mean only huge or smaller, or huge, medium, and smaller?

1) The save is only for the activation effect, the damage is unavoidable (Though things like Damage Reduction would still apply).

2) Huge or smaller means that all sizes huge and below are affected; sizes above huge (e.g. AT-AT) are not.
