Can she have 2 commander effects if she uses all her force points?

If you are asking, can she spend her FPs to use both Force Valor and Battle Meditation?, the answer is yes, she would gain each of those commander effects.
Otherwise, using either one of those force powers twice would have no additional effect beyond the first use. The only instance where it could matter is if an enemy uses Force Defense to cancel the first attempt.
