Umm...With all the V-set stuff coming out, I want to customize some of my minis, but I not sure what the tools are or where to get them, mostly where to get them. Here's what I know though.
You need: Hot glue some sort of knife(what kind of knife? I don't know) Paint(maybe)
Anything I'm missing, or unsure of from this post, please clarify.

I dunno about hot glue, I prefer polystyrene cement for plastics and super glue for leads but the super glue works good for plastics if you r trying to get something done really fast.
Aswell as paint you'll need a few different size brushes and get some qtips, if you make a mistake or paint something by mistake or apply to much dab a qtip on to adsorb the paint.
A file is good to, if your chopping and repositioning and glueing its good idea to file the area a little before you glue as the smoother the surface the easier it'll glue with less gaps.
Green stuff!!! Green stuff will fill in gaps and as you get more experienced with it can make little things for your mini's with, hoods, capes, sheaths etc Sculpting the green stuff will be easy with a sculpting tool you can get form any hobby or art store or even popsicle sticks work well.
Paint your best getting from a hobby or arts store and get gloss, don't get matt
If your stuck check out gamesworkshops website, they have all the equipment you need but all you need to do is check out the stuff on there and buy it elsewhere, most hobby or art and craft stores carry the same stuff just with a different name.
I buy green stuff from gamesworkshop, I actauly get alot of stuff from there a nailfile ( you can get nice girl ones from the $ store) Hobby paint and Games workshop paints although they are pricey art brushes, all the smalls ones ( art and craft stores) super glue poly cement qtips tooth picks (I like makeing bullet holes or for laster blasts a heated bit metal)

As far as knifes go, I would suggest an exacto knife, you can get them at evil-mart real cheap. I must always argue the purchasing of gloss paints, not everything is shiny. A good thing to use for glossing is a triple thick lacquer...(it also does wonders for your brush strokes!!!) Hot glue is a bad idea, your best plan for an adhesive is a 2 part epoxy. (use a toothpick to mix and apply) Tweezers make everything easier!!!
