does this commander effect work on things like lightsaber block?

It applies to all saves, whether it is from a Special Ability, Force Power, or Commander Effect.

also, mara's lightsaber assault...
does it have to be adjacent, because it doesnt say so...

As per the full glossary defination, Lightsaber Assault provides 2 attacks against adjacent enemies.
