Its mostly about bringing in San Hill if you think you need him or not and the way you can customize your squad. You would only use him with mostly droids so the dumb commander effect wont hurt you.

His CE doesn't work on Droids. And I believe Engineer did quite well with him at the last Michigan Regional tournament. I believe his CE was made to show how ineffective he is as a commander, except to droids.
Why play him? After seeing your opponent's squad, you can add 20 points of Reinforcements to your squad. Some strategists use this effectively to either bring in power pieces or activations, depending on what your opponent is bringing.
You can also bring in Reserves with him if you get an initiative of 1, which the Muun Tactics Broker guarantees if your opponent has 1 in his squad.

http://www.swmgamers.com/forums/viewtopic.php?f=10&t=10462It's mainly customization. The fact that he brings in Seperatists, no Droids, is pretty big.

(u/l mine) I think he meant Nute's Reinforcements specifies Separatists (which does include Separatist droids) rather than Wat's which specifies Droids (which includes Fringe droids). I'm guessing it was a typo where he didn't hit the "t" after "no".
