ok so my question is this, say u got a diplomat chilling out in the fron just for the heck of it, maybe for a swap, and u got a dude in cover behind him, ur opponent targets the dude who has cover, but the diplomat is closer then the cover guy, so the opponent targets the diplomat , but he has line of sight on another guy (dude in cover) so he cant shoot the diplomat, that is wat it sounds like too me, am i right? or wrong?

what if the dude with cover has stealth?

Does the diplomat count as the nearest guy in cover? Read Diplomat literally and you should have your answer. As for whether or not the guy behind counts as the nearest in cover, that will depend on the abilities that this guy has, not on the diplomat in anyway. If he has stealth, is outside of 6, and the opposing figure does not have accurate shot or sniper, then he is not the closest in cover either.

The only time diplomat can prevent an attack on another figure is either by giving cover to a mini with stealth/cloaked/superstealth or by being adjacent to a shooter (I guess Bombad Gungan too, but that's a weird one). Being adjacent has its own rules in the order of targetting, so its not related to the above question, but its worth pointing out to explain diplomat better.

i guess im confused, to me what cover is ,if you are in cover you can not be attacked unless you are the clossest person, then u have +4 D, so if say u got a guy in cover, then there is a attack lets say 12 squares away, but u have a diplomat who is only 8 squares away, then the diplomat is the closest enemy to the shooter, but the shooter has los on the guy in cover there for the diplomat is no longer a legal target, what dose the shooter do? can he shoot the guy in cover or can he shoot the diplomat?

There's where the problem is. While the Diplomat is physically closer, the Diplomat ability makes them not count as the closest enemy, so the next closest enemy is considered to be the closest one.

OH i see, i was confused about that part, now i get you, but this is a differant situation, say the other guy is useing some one with savage, he has to stop next to someone, diplomat is the only dude in range for the guy to stop next to, but the savage guy can see one of my guys in the back, dosse the diplomat get attacked or is he keeping the savage guy there with no were to hide?

The Savage character must end their move next to the Diplomat, if that is the only character they can move next to. They still wouldn't be able to attack the Diplomat if they can see a non-Diplomat.

The Savage character would only be "stuck" if there were no other enemies that it could move next too. Savage only requires them to end their turn next to an enemy, not that it can't move away from enemies.

It's possible to "pin" a Savage to a Diplomat by first luring it next to the Diplomat through the Savage rules, and then moving every other character in your squad further than the Savage can move, effectively meaning the Savage must end its move next to the Diplomat it can't attack.

Note that it can be very tough to keep your characters far enough away, while still making sure everything in the enemy squad is prevented from attacking the Diplomat. It's only really feasible against an all melee squad as any sort of range guy will typically find a square where they can't see anything but the Diplomat and snipe him.
