ok, my question is if I were using Nom Anor, and had a yammosk war coordinator in my squad, and also had a czerka, would the czerka`special ability now be board wide since it effects Nom Anor?

No. It only affects Special Abilities that specifically affect Vong, like Shaper.

An additional note with Czerka and Shaper on Nom: he does not get Twin because the Shaper increases the base Damage to 20, but he would get the Jolt.

i think you are incorrect.. shaper +10 doesnt change the printed damage, i just says that it is multiplied by critical hits (Yuuzhan Vong allies within 6 squares get +10 Damage. This -->bonus <-- damage is multiplied by critical hits. ) it is a bonus

Shaper +[#]: Yuuzhan Vong allies within 6 squares of this character get +[#] Damage. This extra damage is not considered a “bonus” for the purpose of critical hits, but rather a temporary increase to the printed Damage rating, so it can be multiplied by other effects.

This is from the glossary. Czerka will not work with Nom Anor while he is affected by Shaper or Master Shaper.

I agree the Adition of the damage from Shaper isn't a bonus it consider part of the Damage, greettings.
