As always thank you for all the input. FWIW, if it's 54 cards total, I would vote for a 40-card set, a 12-card subset, and 2 'bonus' cards (BHC-type cards or reprints). That's just to keep with the WotC tradition of 60 and 40 card sets.

It also has to do with printing the card backs. 45/9 is the simplest setup for the printer, so keeps the cost lower.
