I'm going to basically copy and paste my idea from the last time this came up...
Level 2: Max 4 SA/FP/CE. Only very simple SA/FP/CE allowed.
These are "free" abilities, so they are not used in counting the 4: Unique, Melee Attack, designations with no effect (e.g. Soldier), Starting Force Points, Force Renewal, Double/Triple/Quadruple Attack
Maximum 4 other SA/FP/CE Only allowed abilities are the following very simple abilities, which contain just attack/damage boosts and the simplest replaces attack abilities. (Even very simple defensive abilities are disallowed to ensure a fast learning game). For example, these: ???? Hunter (all flavors of Hunter) Accurate Shot (since it was covered in Level 1) Advantageous Attack Artillerist Careful Shot Close-Quarters Fighting Close-Range Targeting Computer Cunning Attack Deadeye Deceptive Doctrine of Fear Double Claw Attack Flamethrower Gregarious Grenades Loner Micro-Vision Mighty Swing Missiles Momentum Oblivious Opportunist Roger Roger Tactician Traps
Force Alter Force Blast Force Grip Force Lightning 1 Force Push 1, 2 Force Strike Force Stun Lightsaber Assault Lightsaber Flurry Lightsaber Sweep Sith Grip Sith Lightning Sith Rage
Level 3: This is the biggest list, so I'm not going to write it out. Everything that isn't dead simple (Level 2) or more complicated (Levels 4 and 5) falls here. Common abilities such as Diplomat, Mobile Attack, Twin Attack, and Stealth reside here, along with abilities of similar complexity. Abilities that require status tracking, switching sides, or make frequent appearances in the Rules forum do not appear here.
Maximum 6 SA/FP/CE for a character to be in this level (ignoring Unique, Melee Attack, etc. as above), and cannot have any abilities listed as Level 4 or 5.
Level 4: This is also a large list, so I won't write the whole thing out, but any ability that requires status tracking or allows characters to switch sides goes here. More complex abilities that make frequent appearances in the Rules forum also appear here, such as Super-Stealth, Galloping Attack, Strafe, CEs that grant Momentum, Telepathic Insight, swapping. Characters are also listed here if they have 7 or more abilities beyond the "free abilities": Melee Attack, Unique, Double/Triple, Force Renewal, and starting Force.
Level 5 All characters available by the time you reach this level. Only the most complex characters/abilities are held out to this level. There probably won't be more than 5 or 10 per faction. We may also want to move agreed-upon NPE pieces here. (Of course, reaching "agreement" can be difficult.) Also, all of the Epics go here.
--- So based on those criteria, figure out which Tier 1 pieces fall into Level 2. Build 100pt squads using those pieces.

I went through the Republic pieces and rated them by complexity. (I only did this for the stronger pieces - but there are a bunch of those in Republic.) Based on that, I'd recommend a Gungan squad or a Senate Commando squad for Level 2. They seem to have the simplest pieces with the best synergy.
Do something similar for Seps, Rebels, Imperials. Or maybe for every faction. Have pre-set squads still, but enough that players can pick one to play. 5-10 squads to choose from would be good. At Level 3, introduce squadbuilding but limited to the pieces on Levels 2 or 3, as shown below.

Okay - so I'm starting to look at teaching kids at my school and we've already had a game using Level 1. I'm loving where this is going and I'd like to get Level 2 sorted. Republic is there as is the Seps. There's 1 Rebel and no Imps yet. We're on the right track!

I think you only need 1 squad per faction. I'd pick one each for the Seps and Republic. I'll take a crack at Imperials.

Level 3 is also where you start having them build their own squads. I think for an adult, one game at Level 1 and one at Level 2 is probably all that's needed. For kids, it might take more. Depending on the age maybe a lot more... my 6 year old so far has only played with those Level 1 squads. With the additional simplification that everyone has Melee Attack added. Probably not ready to add shooting for quite some time.

It might be better to rather than introducing both squad building and more complex units at the same time, divide it up. Let them build a squad or 2 with just the level 2 stuff before jumping to 3.
Alternatively, another good, fun way to introduce squadbuilding would be a virtual sealed tournament. Each kid gets 2-3 boosters from the early era (RS-UNH) and has to build a 100 point squad with them. One nice thing too with a virtual sealed tournament is that since you're composing up the boosters ahead of time, you can also make sure that nobody gets anything too complex or overpowered.

Right! I've finished making up Level 2 based on the work that Flying Arrow has done and using the template that I already had. My idea is that I want to test this with new players here at my school, but I'm keen to see what you guys think. This is pretty awesome! I've got a few potential new players that have shown some interest but when they last came down to check out games night all the lingo and nerdgasming confused them and they left, but this might just be the ticket to get them hooked! Thanks! EDIT: Any chance you could upload a higher-resolution version of the 2 level 1 sheets if it isn't too much trouble? I'd like to print them off but they're harder to read than the level 2 ones.

Okay - a couple of quick thoughts before I go to my morning briefing:
1) Have I included the Level One Reb and Imp pieces in my Level Two lists? Should I? 2) Should I now do a page (or pages) of the extra Level 2 cards so that squad builders have access to them, or should be direct them to the bloo? (Or is that too early?) 3) Here at my school, we've decided passing Level One is one game with each Reb and Imp, and that passing Level Two is one game with each of the four factions AND one win. Should that be a thing we add? Or is that house rule stuff? Should we suggest it? 4) What is Level Three going to look like so I can plan? 5) Should we add a designator to the Levels: 1 is Youngling, 2 is Padawan, 3 is Jedi, 4 is Jedi Master and 5 is Master of the Order (and Sith could be something similar: Level 3 is Sith, 4 is Dark Master and 5 is Sith Lord)?

1) Yes, they should be included. I didn't check to see if you did. 2) I would love it if Bloo had the leveling complexity built in as a filter. Since they don't, it might be good to have cards available. 3) This whole leveling thing is your "house rule", so whatever you think is best - go for it. I don't think most people need to spend that much time at levels 1 and 2, though. If I had a friend over to teach them the game using the leveling system, I think I'd do one Level 1 match and two Level 2 matches. That would probably be the whole evening and all they need from those two levels. In reality, I take most people straight from Level 1 (a learning game) to Level 3 or 4 (using some Tier 1 squad that isn't too terribly complex - i.e. no Republic Commandos).
4) I just listed the characters' complexity - not sure how you want to introduce things. There's a ton of stuff at level 3, but the main things to learn are Diplomat and Stealth. Those are a couple of "core" abilities introduced in this level. Everything else is pretty easy. (Anything that makes frequent appearances in Rules forum is in Level 4.) The main difference between the level 2 and level 3 pieces is that level 3 pieces can have *more* abilities (but still not too many), so you have to wrap your head around a bigger collection of abilities at once. One thought - take a look at TheHutts' thread about current Tier 1 stuff. Pull out 4 squads from the minor factions, remove the Level 4 and Level 5 pieces. Replace with some simpler stuff. (If that's even possible.) Use some pre-built squads to introduce four new factions, some Tier 1 pieces, Stealth, and Diplomat.
5) Sure. Sounds fun.
