Seems unlikely. Ortugg can certainly become a beast of an attacker. 50 built-in, in Imperials he gets Double from Tarkin, plus Opportunist. That's 120 damage, but it's only 30 damage on the move. And he doesn't have much staying power, especially against a lightsaber, and that combination only gets him to +11 Attack. He's a nice addition to swap squads, but I don't think he's an auto-include, much less meta-defining. Because he has Relay Orders, you can lock Thrawn and Mas in a locked room and still get the boardwide swap, so it's some deep strike protection. And the DR10 - you can give you a Gamorrean Bodyguard with Damage Reduction 10, which can be some extra protection for someone important. So he carries some HUGE potential damage that's unlikely to hit, but also brings some nice tech along, too.

(Also, unrelated... new name revealed.) best use i have seen is in an imperial swap squad with general weir, bringing him in as reinforcements with lobot against squads you already outact.

Right - outactivating is important if you want Ortugg to attack in a swap squad because you need 3 activations to get it off... move in a scrub, swap in Ortugg, then attack. If you don't get all 3 together, then either Ortugg or the swap fodder will be killed off.
