Is War At Sea worth starting a collection???

It really depends upon what you like. It all centers around naval warfare, so you have aircraft carriers, battleships, cruisers, destroyers, patrol boats, submarines, and aircraft. There are reprints, but they are not carbon copies. They represent separate ships from the same class and they each have their own unique abilities, the only thing that is the same is the mold. It also suffers from a little bit of power creep, but it is mainly because torpedoes were overcosted, much like how melee was overcosted in this game early on. It is a fun game, I play much more than I do Star Wars Miniatures. I am a bit of a history buff, so that plays in also. If you want more information, go here. It is the unofficial forum, and you can find a lot of useful information there. There has been only two sets with a third coming in September, so you still have time to get in on it. Unfortunately, there is a dry spell for set II, but set I should still be in supply.

I mostly agree with you, but I disagree on a couple of sets.
Here are my opinions:

Rebel Storm
3/5
Started the game, but many of the pieces are useless

Clone Strike
3/5
Poor faction representation, but many pieces are useless

Revenge of the Sith
2/5
Poor faction representation, extremely rushed with horrible pieces

Universe Huge
3/5
Good faction representation, but I do not like huges

Champions of the Force
5/5
Good faction representation, excellent figures, fan favorites

Bounty Hunters
3/5
fair faction representation, but I do not like huges

Alliance & Empire
3/5
Fair faction representation, but there were a lot of reprints

Force Unleashed
4/5
Decent faction representation, many great pieces, but I do not like huges

Legacy of the Force
5/5
Excellent faction representation, good pieces, many fan favorites

Knights of the Old Republic
4/5
Decent faction representation, helped weaker factions, cost effective pieces

Clone Wars
3/5
Poor faction representation, good figures, but too many reprints

Imperial Entanglements
4/5
Excellent updates for old figures, but limited to original trilogy

Jedi Academy
4/5
Good faction representation, good pieces, many fan favorites

I for one loved A&E, the square bases were cool and the minis are some of the most unique ever made (I.E. Han Rogue, Aurra JH, Quinlan, Mara Jade Jedi was the NR's only hope forever, etc) and the larges are really well painted and look awesome, particularly the Stormtrooper on Repulsor Sled.

I would like to pick a bone with that list (well, several, actually) Aurra JH as a miss in A&E? You are calling the one excellent piece the Seps had until Legacy (I know Sidious was good but she was literally on every non Droid Sep Team) and she to this day (especially with the GOWK banning) is an amazing figure for 41 points.

yeah, Aurra a miss? That really blew me away. I know she's not as good as the other one, but she still can dish it out. I'm not saying she's great mind you, but a miss?

@Tirade and Destructo: Look, she can only do a max of 60 damage a round, even vs. Force users, (and that's opening herself up to the fury of a Jedi with Double/Triple now) has a bad defense, and no defensive powers, and is in a faction that gives absolutely ZERO support to non-Droids. All that she is good for is spraying Jedi, and she can only do that twice. It isn't worth it for 41 points, especially for all the good droids I could bring in instead as a Sep player. She is definately a miss.

Oooh Yeaah. I think IE is better than JA too. JA brings nothing to the META-game. While we are all waiting for awesome minis and new ideas, i think WOTC is laughing at us with this set. The game loses a little of its interest... I had to say it. Bomb Bomb Bomb
