If i run Weir and Tarkin do enemies get -8 Attack when within 6 of both of them?

No. This falls under Stacking, as you can only be affected by one instance of Doctrine of Fear.

I guess Weir and Imperial Governor Tarkin are going to be in the same squad a bit. Hypothetically, it could have been interesting if they stacked - throw in Atris as well, and Captain Rex would have been attacking at +0 under the right circumstances.
