So let me get this straight if you have a New Republic squad you can get Rebel characters with his Reinforcements into your squad? and Vice Versa?

The reinforcements have to be non-unique though. Sharron, from my playgroup, likes to play fun squads where he has Yuuzhan Vong Ossus Guardians in a New Republic squad, then uses Garm to bring in an Ithorian Commander to boost them up. It's a pretty fun idea.

And I guess the Gray Jedi is just about the first New Republic piece that you might actually want to bring into a Rebel squad with Garm Bel Iblis. They didn't have many good non-uniques before the v-sets, but the Gray Jedi might have potential with Luke's levitation and Garm's CE.

Two other quick things to note about Garm's Reinforcements:
1) You can bring in a mixture of both factions
2)You can bring in characters with Affinity using Garm's Reinforcements, but only if they have Affinity to the main squad's faction. For example, take the Ossus Guardian. If Garm is in a New Republic Squad, a Guardian's Affinity would trigger and they could be brought in as a Reinforcement. However, If Garm is in a Rebel Squad, Affinity would not trigger, keeping the Guardian in the Vong faction and thus ineligible to be brought in as a reinforcement.
