Exar gives Sith Rage to Jaq. Jaq starts within range of Exar, but moves out of range to shoot an enemy. Can he use Sith Rage if the attack is taken out of range even though he started within it?

No, just like with ranged Commander Effects, you need to be within range when you would use the ability granted by it.

could you not use sith rage then move and attack all sith rage says is Force 1: +10 Damage on all attacks this turn?

No, because you can only use it literally right when you are going to attack, which would be after you declare the attack but before you roll the dice.

I dont see why it is a zero time ability that adds to a statistic. The glossary says nothing about having to use it right before the attack it just says for the rest of the round. I am just curious about this for some other possible interactions.
