Does Wuher have to be in the squad from the start or can he be brought in by Lobot's Reinforcements and still mess up the mouse wall or Nute Gunray's day? I thinking he has to be in at the outset. I'm thinking that allowing him in Reinforcements would lead to a chicken & the egg type of situation. It's also dirty pool as I don't have to commit those 9 points.

Wuher must be in the base squad to affect the opponent's Reinforcements. If you bring in via Reinforcements, he can still affect the opponent's Reserves.
