Since Wuher does not count as the nearest target for characters without Melee Attack, if he based a shooter, the shooter would not be able to attack him. Right?

No, he can still be attacked as in that position.
No Blasters works exactly like Stealth, except it doesn't require cover and still works within 6 squared.

Cover is still needed to not be targetted, even if it isn't explicitly stated. When Wuher has no cover, he is a perfectly valid target. The main interaction with No Blasters is that the next closest enemy becomes the closest. Remember, the rule is: A character in cover can only be targetted if they are the nearest enemy.

Related question that I haven't seen mentioned anywhere, unless I just can't find it.
What significance (if any) does the wording "nearest target" have vs using "nearest enemy" in this case?
