Ok my question is would the Geno get the bonus from Yularen when he has poison blade because it does say this counts at a melee attack.

Yes, as the Geno does NOT have the Melee Attack SA, and so meets that restriction for Yularen's CE.

A+: No. The character still has Melee Attack, and does not qualify for this commander effect.
