A question that recently was asked within our play group was, can a character after being hit by Snare Rifle be swapped during the course of the round?

The "swap" Commander Effects are not movement, so yes.

So... does that mean that if a character has been hit by Snare Rifle, they can't be towed by Doombot, but they can be Master Lifted by Foul Moudama?

They can be both towed and lifted as they are not performing the act of movement. However they cannot move from where they land, do to Zuccko's glue gun effect. Doombot would still need to adjacent prior to the towing if I'm correct in my statement above.

The "carried" character in Master Lift is not. If it says "move", it is movement. Doug has it correct.

Also thanks from me as well SB. This is how we learn to clean up the "semantics" errors during play. Must revert to the prime directive, what does it say on the card.
