Can I choose not to benefit from a CE? Options

Can I choose not to have one of my characters benefit from a CE that they qualify for? (Such as Cunning Attack, Opportunist, Momentum, etc)

CE's that grant bonuses or SA's are not optional. CE's that require you to pick someone to benefit from (ie Imperial Officer) are optional.

If you could choose to "not benefit" from a Command Effect that would pretty much make a certain Seperatist commander a lot more useful.
