How do they interact? Can a piece strafe, cease moving and attack, then continue to strafe as long as it moves its speed or less?

Sure. You just have to declare the final ending spot before you first start moving, other than that, it's just like a normal move.

It does, that's part of mobile attack's definition. So to really make use of this, there would have to be enemies in this order: scrubs, big HP enemy, landing space, more scrubs.
