Because the characters are crouching down. The bigger ones really have to scrunch down. (With mouse droids they use a laser shovel and dig a hole behind the mouse.)

Wow, I never thought of that. But, I still think that "low" objects is a rather silly name for the spaces, but, I guess it will have to do.

What gets me is a huge hiding behind, well, anything. I can see hiding behind a wall but a mouse driod works just as well.

Well, "low" is relative. A "high object" would be something like a big crate that is taller than a person; obviously that would be treated as a well. With that being considered "high", something like a desk or chest-high cover would be considered "low", and something that you could take cover behind and/or would obstruct lines of sight enough to make you harder to hit.
Obviously this makes a little less sense with things like huges getting cover from desks or Mouse Droids providing cover for anything, but that keeps the game simple.
