Obi wan kenobi jedi general CE: allies within 6 squares gain extra attack
(on its turn, this character can make 1 cumulative extra attack instead of moving).
my question revolves around its use with greater mobile ability.
Example: Cad Bane GMA would he get the extra attack if he moves, in essence giving him triple attack with twin giving him 6 attacks.
I want to think that he would get it because of the way double attack works with GMA but I also want to think that he can't get the extra attack because he moved.

Extra Attack works with Greater Mobile Attack. Your example is correct.

... and would range be counted at the time Cad Bane attacks? For example, Cad starts his move more than 6 squares away from Obi. Using GMA he pops out to a square within 6 of Obi, shoots, then pops back to his starting square. He still gets Extra Attack, right?

You would check for the CE when you would use it, so If Cad Bane is within range of Kenobi when he attacks, he will get the bonus.
