*I'm thinking more of standalone Unique shooters, rather than pieces like Echanis that can be buffed with CEs, or even pieces like Dash RS who need CEs to really shine.

Top 5 for their time, I'll take us back to the RoTS era for this flashback
Destroyer Droid (back in the days when 10-20 damage was the norm, this guys shields were a huge deal, also being able to roll 18 squares into position and be boosted by the usual Sep support made this guy an auto-include in any team and a bane of the Jedi, that was until people discovered the 30+Damage a round... Sigh RIP series one, and hello series two)
Aurra Sing (this girl used to almost always be on the opponents team, so good for her cost, accurate shot, Jedi hunter, nothing but class)
Durge! (Aside from the epic CE, this guy had regeneration, flight and bounty hunter, set him up in a hallway and unload on your advancing opponents as you slowly heal)
Bobs Fett (double attack, bounty hunter, flight to escape, so much power compared to your cookie cutter other Bounty Hunters)
And my personal favorite:
Grievous's Wheelbike (some of the highest HP of it's time, solid stats minus the attack, 30 damage and the greatest of all abilities wheeled! This guy could go 18 squares and hit your commander hiding in the back the roll oh of there next turn for some Wat Tambor healing/bodyguarding, if they pursue you it's cool you have destroyer droids and/or durge. Man the good old days, before the Lancer/30+damage scrubs and ridiculous force powers ruined the game, well at least we have remakes on the way to keep up with the changes that have happened thus far)
Oh and honorable mention (if I had gone with the CoTF era) to the Crab Droid, this guy was a beast and I played him for years when he came out, 80 HP, solid stats, and momentum to go toe to toe with the Jedi and bam! Best Sep piece out there, so began the high attack/defense era of the Separatists

"Best shooter" as in, in a 1v1 match, or best shooter in a legal game? Its an important distinction. As of now, i'm inclined to say that most of the best shooters are non-unique scrubs, because they have access to certain CE's. Not my favorite thing about the game, but there seems to be no balance between scrubs being useless, or scrubs being more useful than uniques. Its my understanding that when this game first started, the non-uniques were basically activation fodder and garbage. It wasn't until later sets that the non-uniques started to become more and more deadly. (This could be off, as I started fairly late, during A&E)
