The Savage special ability reads "This character must end its move next to an enemy if it can and does not benefit from commander effects" (emphasis added). However, some Savage characters have Melee Reach, which makes the distinction of adjacency ("When attacking, this character treats enemies up to X squares away as adjacent").

Does that mean that, at the beginning of a Savage character's activation, that if an enemy is within the melee reach but not next to the Savage character, that the Savage character has to move next to the enemy? If the answer is yes, that the Savage character must move, I would argue that Melee Reach on Savage characters is essentially worthless.

This becomes an issue with characters like the Acklay or the Knobby White Spider that have multiple attacks and Melee Reach. They would never be able to take advantage of the multiple attacks if the enemy character is more than one square away (depending on activation order).

Any Savage character with Melee Reach are considered adjacent on their turn if they are still in qualifying range for Melee Reach. It was a neat trick that can be used when they have Momentum since on the next turn you can move them back a square and forward a square without instigating an AoO but at the same time activating Momentum.

They would still need to move as Melee Reach would not be in effect at the time the character activates.

Yes, it is a bit on the useless side, but if you use careful positioning (e.g. throw somebody in front of the desired target so it can't be based by the savage unit), it can be overcome. Also, if the savage character starts their turn already adjacent to someone, and they attack and kill them, they do not have to move, and thus could use any remaining attacks against someone in melee reach range.
