Counting two squares Options

A debate came up last night about General Veers, Hologram and Fire Support mission, which has damage "to target enemy and every character within 2 squares". Can someone tell me how we count two squares? -- does he target a total of 9+4=13 squares (no diagonals, as if damage equaled walking), or 9+12= 21 squares (one diagonal -- adjacency +1) or possibly 9+16=25 squares (2 diagonals)?

What about Melee Reach 2 -- does this count the same way as Fire support?

Diagonals always count as two squares.

For visual reference, this is the attack range of a character with Melee Reach 2:

So a character with normal Melee Attack can not attack a diagonal enemy?

Adjacent is different than a range of 1 or 2. All squares that touch are adjacent, even if half of them are considered 2 squares.

No, the extra diagonal would be 4 squares away. In reality, MR 2 only adds 4 squares a figure can attack on a Medium fig.

OK, so in this case, the only time you count a diagonal as one square in case of 'simple' adjacency, this is the exception to the rule. We had been considering diagonal only counts two for movement, and this was the exception to the rule. Thanks!
