Mandalorian scouts have greater mobile attack and Double attack. Can they use Double attack even if they move?

Yes. They can move then double, double then move, or move/double/move.

In fact, that's the whole point of Greater Mobile Attack, to allow a character to move and use Double/Triple/etc. attack.
