The new BX Commando Droid Sniper
has:
Attack: +10
-Heavy Weapon (Can't attack and move in the same turn)
-Careful Shot +4(On this character's turn, if it doesn't move, it gets +4 Attack)
-other stuff

Q1:...because of Heavy Weapon, this droid can't move and attack anyway.....why have the Careful Shot?

Q2:Why not just have Attack: +14?

Q3:Does Cafeful Shot +4 stack with the Battle Droid Officer SA of Fire Control(Non-Unique Droid allies get +4 Attack) for a total of Attack +18? (10+4+4)

Please help me to see the reasoning behind this. (I assume there is one.)

It Stacks.

CE for instant attack doesn't allow Careful to work.
