If Clone Commander Bacara is on a low object in front of Mace Windu, can Mace be targeted, because Bacara is the nearest enemy? Or does he count as not being the nearest?

It depends on if Bacara's normal Stealth ability is still in effect, or if the enemy is more than 6 away from Bacara. If they are further than 6 away, Bacara's Stealth makes him not the closest enemy. If they are within 6, his Stealth has no effect, making him the closest enemy, but his CE is still in effect, making the only legal choice unable to be targetted, thus no targets.
