Light Tutor interaction with Light Spirit Options

Can light tutor be used in conjunction with Light spirit? They both happen at the same time, so I would assume that the controlling player could designate which takes place first, meaning a character could be given a force rating with Light Tutor in which to become eligible for Light Spirit, but I could not find a solid answer in the FAQ.
