I remember reading a rule that windows do not break line of sight for the purposes of CEs.

Now reviewing the glossary there's not entry for windows? Any one know where I might have read this? Is there a rule for windows?

There are no official rules for windows. Only the Ultimate Missions scenario books had the rules for windows, but they were not integrated into the actual game. Windows are treated as walls.
