Can you strafe over someone, attack them, then stop your movement and use your normal attack also? Like galloping?

How does "Covert Ops Training" (If an enemy character within 6 squares has moved this turn, it must attempt a save of 11 before making an attack. On a failure, the attack is cancelled) come into play with strafe/gallop/etc?
The "...attack is cancelled..." part: since strafe is not an attack, but has attacks within the strafe, does ?C?overt Ops Training have any effect?

Just to be as clear as possible on these interactions Cancelling attack does not cancel the strafe just the attack generated by it so if you were to "loop around" you could still attack the character where the previous attack was cancelled since cancelling the attack means that enemy hasn't actually been attacked yet?
