Ok here was the situation; ABM is on, so IG-88A's Commander Effect (Twin Attack to other IG-88s) is being suppressed. If IG-88 Assassin Droid shoots and damages Bastilla and ABM is turned off does he then get his twin attack on that attack?

You check for CE eligibility whenever they would be used, so I'd say yes.

I agree with Swinefeld.
I also checked the "Resolving Effects" resource, and effects that trigger "when hit" are resolved well before Twin Attack is resolved. So since the cancellation of ABM happens when Bastila is hit, CEs would be back in effect before the resolution of the Twin Attack.

Clarification:
Now that I've looked at the timing and the definition of Force abilities, in this scenario ABM is actually canceled in step 11 ("when this character takes damage") rather than 10.
In any case, well before Twin is resolved. (16)
