Location: Lost in the Unknown Regions with 20 Ewoks
Let's say Lobot gets reserves and he brings in the Rodian BSV who also has fringe reserves, can I add another 20 points of reserves from the Rodian?

Not on that initiative, but on the next round's initiative if you roll the number you certainly could.
