Who makes the save, does the person attempting to suppress a commander effect or the person that is attempting not to be suppressed?

The chosen character would make the save. If Fel was supposed to make the save, it would be listed in the first sentence, not the second.
EDIT: Just to clarify, if the save was for Fel, the ability would read something like, "At the end of this character's turn, choose an enemy commander within line of sight and make a save 11. On a success..."
